Human Services
Service Delivery Authority (SDA)
AMC supports the redesign of
Minnesota’s human services funding and performance systems in order
to arrive at effective structural changes and results. In short,
AMC’s Service Delivery Authority (SDA) plan will implement real
change through the ingenuity of county officials in partnership with
the state. SDAs utilize already existing models of community
partnerships, build on innovations, and streamline the human
services system to best meet the needs of communities, clients, and
taxpayers.
Key Elements of the
SDA Redesign:

Performance Outcomes: The Service Delivery Authority
legislation creates a Steering Committee composed of state,
county and non-profit representatives charged with the task of
creating performance standards for human service programming.

Standardization and Understanding: Creates an
advisory council that will provide input to the Minnesota
Commissioner of Human Services regarding service delivery-based
best practices used by each authority.

Innovation: Authorizes service delivery models
(Single and Multi-County, Client-Focused, and Results-Oriented)
to provide the greatest flexibility and opportunity for the
provision of efficient and effective services to those most in
need.

Scalable:
Sets a timetable for the establishment of service
delivery authorities: self-organized county collaborations and
county partnerships responsible for delivering human services at
the appropriate size and scale.

Self
Organizing: Allows counties to organize in structures
that best meet the needs and culture of their communities.

Client
Centered Reform: Creates meaningful and balanced
systems change through Finance Reform, Shared Performance
Accountability, and Structural Redesign.

Accountable: Sets in place a process for establishing
remedial action for non-performing counties and requires the
establishment of a compliance plan.
REDESIGN Plan for
Creating Human Services SDAs:

AMC will assist interested counties
in exploring the opportunity to create an SDA and identifying
potential service delivery improvement opportunities and
associated cost savings.

AMC members will be diligent in
establishing performance measures that are clear and concise.
Once this is achieved, AMC supports holding each county and SDA
accountable for meeting those measures.

AMC’s SDA goals will continue to
focus on flexibility, effectiveness and efficiency.

AMC will vehemently oppose any
attempt to repeal the current SDA language and replace it with a
mandated structural realignment.

to be more efficient.
